Because safety is crucial, the government has mandated that every public transportation provider implement their safety management system as a standard instrument for ensuring governance in their day-to-day operations.


“Every public transportation company is required to implement a safety management system,” said the Director of Land Transportation Safety of the Directorate-General of Land Transportation of the Ministry of Transportation of Indonesia, Hotma Simanjuntak, recently.


He added that a public transportation company should ensure the following five safety management aspects: regulation, driver, vehicle, maintenance of vehicles, and the management of safety itself.

Guidelines on Safety Management for Transportation Companies

Regulation of the Minister of Transportation (Permenhub) Number 85 of 2018 concerning Safety Management System of Public Transportation Company (SMKPAU) lays out relevant provisions for safety management in the transportation sector.


The regulation specifies that every transportation service provider is required to establish and implement an adequate safety management system in their business operations.


To minimize the risk of road accidents, there are at least 10 important aspects a transportation company should ensure:


  • commitment and policies,

  • governance,

  • risk and hazard management,

  • motor vehicle maintenance and repair,

  • recordkeeping and data,

  • capacity building,

  • emergency management,

  • internal accident reporting,

  • monitoring and evaluation, and

  • performance measurement.

Law Number 22 of 2009, which aims to promote the improvement of both performance and implementation of the management of road transportation safety and traffic safety, in fact regulates safety management systems (SMS).


Article 203 clause 1 stipulates that the government is responsible for ensuring the safety of traffic and road transportation. Article 204 clause 1 requires public transportation companies to develop, implement, and enhance their safety management system.


Furthermore, Article 141 clause 1 mandates that public transportation companies meet minimum service standards, which include standards on security, safety, convenience, accessibility, equality, and orderliness.


With the aforementioned regulations in place, it is important to maintain and strengthen the commitment to safety management systems, with the ultimate goal of lowering traffic accidents.
